The Guidelines, funded through the Prevention of Sexual Violence Initiative of the UK's Foreign and Commonwealth Office, provide an important supplement to the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict that was first published in 2014 at the time of the Global Summit on Ending Sexual Violence in Conflict. They are designed to assist criminal-justice and human-rights investigators, reporters and monitors around the globe to fully and properly monitor, document and investigate those forms of sexual and gender-based violence ("SGBV") against men and boys that may amount to war crimes, crimes against humanity and genocide and other egregious violations of international humanitarian, criminal and human-rights law.
